Producing the first issue for new sci-fi comic book series (Updated details for further clarification)

I am a writer for new sci-fi comic book, in each issue there will be short unique sci-fi story, i am looking for comic illustrator/director, so to turn those stories into comic books, my hope if we built healthy partnership for the first issue with fair price, we may become partners to continue working on the next issues, and of course as partners i prefer to mention you and your role on the issue cover, to help you personally developing your career, rather than treat you as ghost illustrator, unless you prefer that

1- event/Scene 1 (11 cuts)
2- scene 2 (7 cuts)
3- scene 3 (7 cuts)
4- scene 4 (8 cuts)
5- scene 5 (20 cuts)
6- scene 6 (13 cuts)
7- scene 7 (14 cuts)
8- scene 8 (9 cuts)
9- Final scene (4 cuts)

To help in assisting this project,

i would like to clarify the following notes about this project

1- the story vibe is “dark theme and realistic”
2- the project requires from the freelancer, to go through the whole stages of comic book production, from character designs, storyboards, to illustration , dialogues additions until the comic book become in a state , ready-to-be published,
3- there is no deadline, the expected time to finish, meeting the requirements and the quality of the work what truly matters
4- the cover will be colorful, but each page will be in black and white
5- the project details include list for total “events”, and how many “cuts/shots” in each event
6- “Event” means “main chapter in the story”
7- “Shot” means “an minor incident happening”, it is estimated each shot will fill 2-4 panels, depends on each shot

8- For the pricing process:
A- it is estimated this comic book will need 40 page (plus the cover) to include the story of the first issue
B- so to help in reviewing the pitches, please share with me two things:
B1 - your total price for the full production of “40-page comic book”, with “special encouraging price” for each page
B2 - your price for each extra page

9- For the payment process:
A- fixed budget will be added to the project
B- its amount equals total price for 40-page comic book
C- once the project is finished, the budget will be released to the freelancer,
D- in case there are extra pages, the amount will be transferred afterward, and calculated based on agreed price for the extra pages
